The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Significant resources is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability afforded by current data. From vantage locations, defense planes that had been deployed to counter approaching guided weapons roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – probably allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance – a reliance that regional partners are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new proposal from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, endure.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not change more in its favour in the near future.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
