American Brokers Ukraine Discussions in the UAE as Trump Administration Seeks for Settlement

High-level talks including American, Moscow, and Kyiv officials are underway in the United Arab Emirates this Tuesday, marking the latest phase in attempts to achieve a resolution to resolve the ongoing war in the region.

Key Participants and Opening Discussions

US Army Secretary the US representative allegedly conferred with a Russian group on the eve of the talks, with negotiations continuing into Tuesday.

“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman stated.

The Ukrainian top intelligence official, Kyrylo Budanov, was anticipated to participate in the discussions, though details were vague whether direct engagement with Moscow’s representatives would happen or if separate one-on-one meetings would be conducted.

The composition of the Moscow delegation was uncertain. “I have nothing to say. Media accounts are being tracked,” a Russian representative told official outlets.

Background and Updated Proposal

The current meetings come after prior discussions in Switzerland where American and Kyiv representatives reworked a preliminary US framework for ending the conflict.

Moscow has so far not approved the latest draft of the proposal and is unlikely to agree to many of the Kyiv changes.

Moscow’s foreign minister, the Russian diplomat, emphasized that any modified agreement must reflect the “intent and text” of what was discussed during earlier high-level talks between the two countries.

International Responses and Apprehensions

European officials are reportedly finding it difficult to stay engaged in the process as American officials take the lead.

Finland’s leader, Alexander Stubb, who has stepped forward as a key interlocutor between Washington and EU officials, commented that the coming days would be decisive in efforts to find a peace settlement.

He allegedly held discussions with Volodymyr Zelenskyy and Nato officials, emphasizing that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”

At the same time, the France’s president, Emmanuel Macron, cautioned against a settlement that would amount to a “surrender” for Ukraine.

“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Absolutely not,” he affirmed.

Details of the Original US Plan

American proposal was originally composed of multiple articles and was based on discussions between American and Russian representatives, with input from Kyiv defense authorities.

Key aspects of the proposal reportedly included:

  • The nation surrendering land currently held by Russia
  • Further zones that might be required to be willingly given up
  • Restrictions on the scale of the Ukrainian army
  • Immunity for all parties in the conflict regarding violations

Latest Events and Ongoing Challenges

American representative allegedly traveled to the Ukrainian capital to inform Zelenskyy on the plan and demand rapid acceptance.

The pressure, coupled with the disclosure of the proposal, reportedly took by surprise Kyiv and EU officials.

Zelenskyy reportedly that the country was facing one of the most difficult periods in its existence and was being compelled to decide between “losing our dignity or losing a key ally.”

Subsequently, Driscoll informed alliance ambassadors on the plan in the capital, with one attendee labeling it as “a nightmare meeting” and stating that EU ambassadors were shocked by both the substance and manner of the presentation.

The US administration later moderated its stance, stating that the 28-point plan was an “starting position for talks” rather than a definitive demand.

Military Situation Amid Negotiations

While peace talks continue, Russian forces has continued its regular strikes on Ukrainian urban centers.

Russian forces reportedly fired numerous of missiles and many of drones at targets in and around the capital, according to Ukrainian reports.

The Ukrainian president stressed that Moscow must not feel it could prevail in the war while talks were ongoing.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he stated.

The capital’s mayor reported that seven people had been fatally injured in the recent attack on the capital.
